Abstract: Practical governance in decentralized autonomous organizations (DAOs) operating blockchain-based protocols includes proposal and voting design, incentive structures for delegates and token holders, emergency governance mechanisms activated during bugs, exploits, oracle failures, and market stress, as well as conflicts arising from coordination, power concentration, and contested decision-making. A central issue is the balance between decentralization, speed, security, and accountability. Oracle governance adds a further institutional challenge, as external data feeds and dispute-resolution mechanisms often determine how truth enters on-chain systems. Comparative cases indicate that DAO governance goes beyond formal voting and is better understood as a layered institutional framework involving delegation, transparency mechanisms, guardians, multisignature controls, auditors, and community oversight.
